Review finds major overhaul of temporary foreign worker program needed

A review of Canada’s Temporary Foreign Worker Program has prompted a call for major changes. They include ending the rule that forces workers to leave the country after four years, making them wait another four years to get a new work permit.

The House of Commons Committee heard concerns that during those four years, the employees they spent time training left for other countries and did not return. The report makes 21 recommendations that respond to industry concerns and aim to protect foreign workers from abuse. Among them is getting rid of a rule that ties a work permit to a specific employer.

The review was announced in February after a reform was implemented in 2014. The federal government says it will act on the report within three months.
